Silly Cerulean, seapony manes are always wet!

I found a blank base on ponibooru and based this more or less around that, though with some massive differences. I worked out how to draw 3/4 stallion heads, so I'm going to use that skill, dammit! I believe the originator of this fad can be traced back to here.
